Wired Apartment Can't Connect to Certain Services

Hello,
I just moved into a new apartment with wired internet. It works fine, except for when I try to connect to Steam or Spotify. With Steam it says there's no connection and I can only use it in offline mode. With Spotify I can browse the web player, but it gives me a "cannot stream music to you at this time" error when I try to play a song. I can use Youtube, Netflix, Pandora, browse the web, ect. just fine. At first I thought it was some sort of strict family filter, but adult sites work with no problems. Any ideas? Thanks.

Not sure, someone who works for the building. What's strange is that YouTube, Netflix, and streaming sports still work, which probably use more bandwidth than Spotify streaming audio or Steam simply connecting.
