40 Sec Boot Delay after 'Starting Windows' splash screen.

A few weeks ago I started to have a boot delay. When 'Starting Windows' would go black, I would only see the mouse cursor and it would sit there for about 40 seconds and then boot into windows. I have an SSD and the total boot time was about 8-10 seconds until this started happening. I am usually pretty good about finding causes of issues but this one has left me stumped and any searching i do now inevitably leads me to my asking for help posts on other forums. Using event manager I was able to find when the delay was happening.

From there, another forum helped me to determine that it was dcomlaunch that was causing the delay.

Unfortunately, I have not been able to get past that point to determine what is causing the delay.
Using Autoruns I have disabled everything and even uninstalled my Avast AV. I have uninstalled my video drivers and disabled/uninstalled my onboard network card. I still get the same delay. Any help would be greatly appreciated.

Disable / uninstall 3rd party bluetooth services. They're the ones adding exactly a 38 second startup delay. I spent a month trying to find out what could've caused this. And it doesn't show up in xperf either.

If that doesn't fix it, try clean boot. Start+R > msconfig.exe > Services Tab "Hide all microsoft services", uncheck all services and see if the delay goes away.

Enable all the unchecked ones one by one and restart each time to see exactly which service adds that delay.
