No power to Mobo, Power Supply fan not spinning.

The first thing i suspected was obviously the psu but i tested it and it was fine, even replaced it. PSU is not the issue. The board has no power and the fan on the PSU do not spin. The only sign of power is on the Reset button, it lights orange. Is the mobo the issue? I've already ordered a new one but if it is the mobo what could've caused this to happen?

My build includes;
1) GIGABYTE GA-G1.Sniper A88X FM2+ / FM2 AMD A88X (Bolton D4) 8 x SATA 6Gb/s USB 3.0 HDMI ATX AMD Motherboard
2) CORSAIR CXM series CX500M 500W ATX12V v2.3
3) EVGA 01G-P4-2753-KR G-SYNC Support GeForce GTX 750 Superclocked 1GB 128-Bit GDDR5 PCI Express 3.0 Video Card
4) SAMSUNG DVD Burner SATA Model SH-224DB/BEBE - OEM
5) GeIL EVO POTENZA 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600
6)AMD Athlon Multi Core Processor AD760KWOHLBOX, 760K Richland 3.8GHz Socket FM2 100W
 
Solution
Remove all front panel wires from the motherboard, leave only the 24 and 8 pin power cables connected, CPU and CPU fan installed (no other components). Start teh board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button. See if the CPU fan starts spinning.

Thank you so much alexoiu for such a timely reply, I have been super busy at work and have yet to attempt your troubleshoot. I will reply back with the results on thursday latest hopefully i can get it in before.
