Is it just me or are the hair effects on Witcher 3 better on console than PC?

I keep looking at videos and such. whats the public think?

I got 970 for 250.00. Thinking about taking it back and waiting to get a 980. But even if I get it is worth it if I'm using it with and i5 and not a i7?

 
I don't know. Hairworks on a GTX 980 at 4K looks amazing. But most people are turning it off because that one feature alone is gobbling up 10-20 FPS. And to be real honest with you, and I do own a GTX 770 4GB card, I could care less what the hair looks like, as long as the game plays well. And the game on this card does not play well with Hairworks enabled.
 
Hairworks is a performance hog. It performs fairly well on 900 series cards. But it performs pretty bad on all other GPUs, both from Nvidia and AMD. Even the Titan cards do not do real great on it.

Workarounds for both companies cards have been posted on various sites. Most people that are affected negatively simply can turn it off. All modern cards have Tessellation, and it works better than hairworks for most.
