Approximate Purchase Date: within the next month

Budget Range: $1000-$1500 all-in

System Usage from Most to Least Important: gaming, watching tv/movies/surfing
Mostly play Blizzard games (WoW, SC2, Diablo III etc) wouldn't mind branching out a little more though.
Are you buying a monitor: No

Parts to Upgrade: I need everything except for peripherals

Do you need to buy OS: Yes

Preferred Website(s) for Parts: anything in Canada really.

Location: Ontario, Canada

Parts Preferences: by brand or type Intel or Amd whichever will give me the best bang for my buck

Overclocking: maybe not sure

SLI or Crossfire: pretty sure a single card will best fit my budget

Additional Comments: First build for me but I've put in upgrades in the past and I can watch videos and read instructions so should be good.
Looking for the best bang for my buck if that's less than $1500 great. I'd like the parts to match if possible but not a requirement. I'd like an SSD and maybe a 1TB HDD. My blue-ray is a few years old but I imagine I can just plug it into my new system. Other than that I'm open to suggestions

Thanks in advance for any advice.

And Most Importantly, Why Are You Upgrading: computers about 4 years old. Getting the itch to upgrade.

So it is all going to come down to what you want in the build. If your going to OC, the first build is OC'able (the second isn't). Obviously we can tailor the build to what you want in the build.

Thank you for your replies giving me a lot to think about. Lunyone that first option looks absolutely amazing to me. I think I can shave some dollars off it here and there though. Maybe cut down to 8gb of ram. Do I really need 16gb for any games? Are there any new video cards coming out in the next few weeks that may affect the price of the 980 or 970? OC isn't something I've done before so I wasn't too sure about. Thanks for giving me an option without it.

Do I need to purchase any additional fans for the first build or liquid cooling? Also judging from your two builds intel is my best bet and I should go for a 980/970 instead of say the r9 290x/280?

AMD is going to come out with their new GPU I think it is next week, so that could affect the pricing. The 290/290x are good options too, but are quite long in the tooth. The Nvidia options would be 970/980 (980 Ti is just too much $, IMHO). Also you don't need 16 gb's of RAM for any particular game, just thought I'd throw some in there for possible future requirements.

Here is a build with no OC'ing, but with an OC'ing Mobo, if you upgrade the CPU later and want to OC (good value on the Mobo ~$20 more than a H97/B85 based Mobo):

The 290x should be about GTX 970 or better, depending on the game. Anandtech's comparison of 290x vs. GTX 980, so you can see the 290x should be between the 970 and the 980.
