So I have 2x 4gb Memory sticks, one thing you should know is that, these RAM sticks are not new. They have been with me for almost a year now. All i did was install a new HDD. So here are the things i have tried with still no effect. Also, i will update the "things done" so that you could all see the progress of the situation. I will also indicate the person who suggested it.

RAM A = Kingston
RAM B = Hyundai

1) RAM(A) stick run on Slot-A (OK)
2) RAM(A) stick run on Slot-B (OK)
3) RAM (B) stick run on Slot-A (OK)
4) RAM (B) stick run on Slot-B (OK)
5) Running of both RAM A & B interchangeably (only 4gb is being detected by Windows, BIOS detecting 8gb same with CPU-Z)
6) Cleaning the ram "seats" and the ram itself
7) msconfig>boot>advanced options "Maximum memory" is unchecked (As Suggested by jediTT)
8) Loaded optimized BIOS defaults (Still nothing)
9) Temporarily unplugged the new HDD, still no change (As suggested by aldan)
10) Refitted CPU and HSF (As suggested by brispuss) Still no improvement.
11) Adjusted voltage via help of computer repair shop (As suggested by Damric)
12) Bought a new motherboard, cause of fault unknown
13) Unsolved, CLOSE THREAD.

Also here are some screen captures to help you diagnose the problems. Just click on the hyperlinks and you will see

Hope you guys can help me. If there are anything else you might need, just say so.

Wrong slots? How i only have 2 RAM slots on my board. And as i said, they were working fine. All I did was install a new HDD (Never touched the RAM) then after i restarted (after windows opted me to), I suddenly felt that everything was responding slower. Then when i checked the My computer properties, it's listed as 4gb suddenly.

I think that can cause issues. Search up more on using 2 different brands of RAM together, I think its hit or miss whether you have a problem or not. I have 2 sticks of Corsair and 2 sticks of Mushkin and haven't had any issues.

Try booting up Windows with just 1 stick in and see if it sees it fine, then try with just the other stick in and see if it works. Just to verify there's no issue with either stick by itself.

As i said before they have been with me for more than a year (both) and had no problems with "different brands". Also whatever it is your telling me do i have done already as indicated as my #1 "things i have tried".

Done that, still the same. Updated pictures using CPU-Z and also added this suggestion to things "already done"

I do find that weird but I never changed anything for that matter. Even in my bios everything is "AUTO". What you suggest should i do then? Will having different timings affect RAM detection? If so, why is SPECCY and CPU-Z still detecting the RAM as 8gb while WINDOWS 7 (64bit) only detects 4gb?

It's just for storage.

Updated the "things done" to answer this question and also to make what i have done more clearly. And yes, I ran each module individually on different slots then ran both at the same time (changing slots as well) still nothing.

Maybe accidentally bumped the CPU/cooler when installing the new HDD?

Try re- seating the CPU by loosening and re-tightening CPU cooler screws (not too tight though) and ensuring the CPU is seated level. If there are still problems could remove the CPU and its cooler and look for damaged, bent, or missing pads and pins. And make sure there is no debris in the socket.

The new HDD temporarily unplugged. Still nothing happened. Still listed as 4gb

Sorry that took long to be don. I did as you said and still no improvement.

You edited your original post. It had a screenshot with motherboard information that said 2 slots available.

This is beginning to sound like a real can of worms. What's in this thing?

Re-added Motherboard Screenshots. Check CPU DIAGNOSTICS SCREENSHOTS on the starting thread.
CPU-Z does not seem to be giving much info on motherboard so used Speccy for that one.

The previous "speccy Screenies" was replaced with CPU-Z Screen shots (specially the CPU and RAM) because CPU-Z seems to be more orderly than that of speccy.

Also if you didn't check it, here is a link to my motherboard:
MOTHERBOARD

So as you can see, total ram slots are 2. So how "wrong" can i get?

I could try this, I'll probably do this before i send it to a repair shop if we can't really find a suitable explanation. I'll test this out tomorrow.
