i have Windows 10 tech preview and after a new installation of a GPU and PSU it was running smooth. although after installing windows 10, my CPU temps have risen, pretty high infact, at idle its 80+ celsius, and gaming it goes to 96 degrees.On my task manager theres a process that has a settings icon, but no writing, i guessed this was malware and ran a virus scan. nothing turned up except a few old 3dm.dlls i dont use anymore. i can end the process and everything works fine, but if i run anything it will hit 100% again because of WMI provider host. My specs are fairly decent and regardless of this issue i can get good fps on the games i play (witcher 3@1080p-30-45fps, gta v 1080p-45 fps) but the ONLY game i cant play properly is minecraft. i get 20-30fps.
Specs are-
CPU:AMD A8-6500 clocked 3.5GHz and turbo 4.1GHz- regardless it runs at 3.9GHz all the time.
GPU:R7 260X OC edition
PSU:EVGA 500W
RAM:8GB DDR3
can anyone explain why its running terribly and what i can do? thanks!

any other suggestions, heres a screenshot showing very very little improvement.
