best graphics card under 200$

You could get a R9 280X for $199.99 (No promos or MIR) but its made by Club 3D which im not too familiar with:

Those 2 cards are fairly close in performance, at this point the deciding factors would be: Do you play games using Nvidia PhysX? Whats your PSU and MB and would they support SLI or CF down the road?
If you want to save some money then go for the R9 280. If you play games that utilize Nvidia PhysX and want to use it then pay a bit more for the GTX 960, just be sure to get only the 2gb version since the 4gb version is a waste of money with only a 128-bit memory interface.

Since the performance is close and neither of those games use PhysX (I think?) I would go with the R9 280 3gb since it does have the additional 1gb and its cheaper.

Gaming performance is as much about driver support as it is about raw power, so there will be times when certain games favour Nvidia over AMD and vice-versa. From my understanding, GTA V is a well-balanced game, meaning that it doesn't seem to favour one manufacturer over the other.
Black Ops 3 is obviously a complete unknown as it hasn't been released yet.
