Hello, I need some assistance to reduce the amount to suit my budget of 600 - 650$
Haven't selected a case yet but total is up to 748$
Mostly used to play CS:GO so it needs a good CPU. Also spend a lot of time surfing the internet
I'd like to keep the MSI GeForce GTX 960 aswell as the Asus VG248QE 144hz but I have no problem switching it out for a cheaper substitute if it means I can still play most games at 60+ FPS at low settings and still get a 144 hz monitor

For 144Hz to work properly you need to generate a minimum 144 FPS constantly...

To give you perspective, depending on your settings that is, I have CSGO maxed out and play on 2560x1080 and I average around 180-200 FPS.

Unless you are one of those guys who play on 1024x768 you will need to tweak your settings to ensure 144 FPS. The PC you made is good for CSGO, for sure.

I would almost only change the PSU to something that isn't a basic corsair unit.

There's almost nothing which can be downgraded to suit your budget other than the monitor. You could pick up a 120 Hz screen for a little less probably. As you don't want to do that, you will need to save up for the budget as I would not go lower than this.
