Neither are, easily overclockable.
If you want to overclock it, you want to go with a K cpu like the i5-4690k and a z97 chipset motherboard. This will increase the price.
The K cpu means it's multiplier is unlocked, which means overclocking the cpu can be done without affecting things like ram.
Some h81 motherboards allow limited overclocking.
A build if you wanted to overclock the cpu.

Yup, after a certain point you get diminishing returns when it comes to cpu speeds. Most games are more graphics card dependent. The i5-4590 is fast enough for all modern titles, spending anymore should be put into buying a better graphics card.
