To answer your question we need more information. Is it slow loading paging, scrolling content, playing web games etc.

Additional helpful information goto http://www.speedtest.net/ and run their test. What was your upload and download speeds?

Heat, bloatware, viruses, malware, theres plenty of things that can slow down that system. Your best bet is to try one thing at a time and get things running smoothly.

Try:

-Virus & malware scanning (AVG Free & Malwarebytes Free respectively). If the searches find objects use the programs to "clean" them then rescan to make sure there gone.
-Running Disk Cleanup & Disk Defragmenter. Also running file indexing (helps speed up searches)
-Carefully cleaning out the computer with pressurized air (canned or oil-less air compressor)
-Looking up programs and finding out if there necessary using http://www.shouldiremoveit.com/ or something similar.

^^^Like others have said it could also just be your internet.

Try uninstalling the virus called Adobe Flash. My comp was going sloooooow and I was almost at the point of reformatting and reinstalling the OS. I removed Adobe Flash and it ran like a new PC.

Could be your internet or depending on how long you've had the pc it could be any of the things wildcard said.

Hard drive could be full and that would slow it down
It could be heavily fragmented
Virus/malware/Zero access virus would definitely slow down a pc with only 2ghz processing power
Could be add ons you have enabled on your browser. Try Google chrome instead of Internet Explorer
History/Web cache
Just plain dirty(Dust is a natural conductor)

You can test your internet speed at http://www.speedtest.net/

Its not slow internet i can tell you that I have a desktop in the same room and it performs extremely better. Like windows wont pop up, after 10+ seconds they do. Being able to click buttons takes some time too.

Its a brand new computer, I forgot to mention this. Only dled a few programs such as Eclipse, Steam and github. Nothing else besides that has been added to the computer, so it cant be a virus. Its not my internet like I said in reply of the original comment I have a desktop on the same wifi connection and its better.

Brand New pc

So does the slowness apply to everything to you do on the computer or just web? You only mentioned while surfing the web. Also is your laptop using the wireless or did you try directly plugging it in (if this is only an issue with web surfing)

I've mostly noticed it while surfing the web but yeah, you could say it has slow performance in things other than web surfing.

Try checking your RAM for errors-Although I doubt it's a mechanical issue
http://www.cnet.com/how-to/test-your-ram-with-windows-memory-diagnostic-tool/

You could just have a ton unnecessary processes running in the background(Bloatware)
Which would explain the lag behind something as simple as clicking
Try cleaning this up
