I decided to flash my cards from the asus 7970 dcII bios to the msi lightning 7970 bios (since gpu tweak is trash and never works.)
After flashing them both, I rebooted and found my resolution was low and I couldn't raise it. I cannot open catalyst as it says there are no settings that can be changed. Afterburner recognizes my 1st card as a lightning 7970, however shows no temperature for it. As for card 2, there is no trace of it anywhere, other than in device manager where it says it failed to start. I have reinstalled amd drivers, and still no success. Since the card doesn't appear to be completely bricked, it wouldn't seem that the flash was a total failure.

Solution
Hope you backed up your old bios firmware of both the 7970 cards before you flashed them.
looks like the resolution table store in the bios has not updated properly.
Don`t for get some bios`es require an extra command switch before flashing. as parts of the bios firmware can be protected from being fully flashed I suspect that is what has happened in your case. A block of the flash bank has not been updated over written.

Because it was locked out from being over written and a command switch to do a full flash of the flash bank needed to be added before the bios image file.
. Often the voltage table settings are locked out on some bios es depending on the brand of card.
