PC turns off and won't turn on unless I switch the PSU off / on.

My computer recently started turning off completely with no warning, and pressing the power button causes nothing to happen. Switching the PSU on the back off for like 15 seconds, then back on allows my computer to start up when I press the power button. I've started hearing a high pitch squeal come from somewhere inside my computer (I have the case open). I've listened to videos of PSU coil whines like https://youtu.be/7xC5YZQMPX4?t=231 .. but the squeal I'm getting is a bit more high pitched (almost like a beep, but constant for a few seconds at a time) . I notice it happens mainly when I load different web pages.

It's sometimes random when my PC turns off, it first started happening when I was playing Archeage, and now it's sometimes happening when I play WoW. It also seems that when it turns off and I try to load up WoW again immediately after turning it back on, it'll most of the time turn off my PC again. I noticed today when it turned off, after loading WoW and logging on, then booting my computer up again, my desktop took like 15 seconds longer than usual to load all the icons. Programs such as skype have been crashing a while from not responding but I don't know if it is a coincidence or if it's a factor to the problem.

I'm not too good with computers, so sorry if I'm not providing enough info!
CPU: AMD Phenom(tm) II X4 965 Processor (4 CPUs), ~3.4 GHz
RAM: Kingston HyperX 8 GB RAM and 4 GB (unsure of which brand)
GPU: NVIDIA GeForce GTX 550 Ti
PSU: Logisys 550W

I don't have another power supply to test, but I have checked temps, and at first I thought it might be my CPU overheating and reapplied thermal paste, but it didn't seem to really change anything. Temps float around 43C for my CPU, and GPU 50c-60c.
