PC crashes after installing nvidia drivers on fresh windows7/8.1

My pc:
Mobo: Asrock h61m-u3s3
VC: EVGA Gtx 570
PSU: CM 650W
OS: windows 7(now)

I had a gtx 470 but it died already, so I got a gtx 570 because i had no budget yet. Anyway, I tried installing the latest drivers then after the restart, it kept crashing right after the windows logo. So I used DDU to uninstall all drivers and tried to install again with clean install but still it didn't work. I also repeated this process with multiple drivers (275.33, 290.36, 306.97, 331.82, 332.21, 337.88, 341.44 and the latest 353.06) but still it crashes. using the 270 to 331 drivers causes it to load windows but in device manager it shows "NVIDIA GeForce GTX 570" but has an an error code 43.

Then I tried everything again on windows 8.1. Installed latest drivers then it crashed right after the windows logo.

Also tried disabling and enabling the driver in device manager, didn't work.
Tried fixing the settings in BIOS but the only option is to specify the primary display adapter so I chose PCI-E.

I don't know if I missed any information but that's basically the story.

Sounds to me like either a bad graphics card or bad power supply. Do you have a spare of either you can use to test?
