AMD Fx (tm) 8320 8 Core Overheating

My friend recently has been having issue with his computer freezing on him during game play and on chrome. The first error was "audit events have been dropped by the transport. 0" after doing research on that issue it seems like it can be from a few different sources, after getting him to get me some more info which has made me believe his CPU might be the root cause but since I am no cpu expert and he has no computer I came here to seek out the experts and other who have had similar issues.

The computer build is:

  • AMD FX 8320 8 Core Processor
    Gigabyte 970A-D3P (rev. 1) Motherboard
    SAPPHIRE R7 260X 2GB GDDR5 Graphics card
    After Market Heatsink(will get back and edit when I get exact info)
    750 Rosewill 80 Bronze Rated Power Supply
    1T Harddrive
    Generic case well ventilated with + Air pressure Case(3 fans - One front(intake), One Side(Intake), and one Rear(Exhaust) w/ roof of case no fans installed.(Room 2 120mm fans or Radiator)

Here is a link to imgur Here with 2 of the pictures of his bios after letting his computer sit for 30-45 mins to cool down and a picture of his CPU specs. While running idle on desktop it was reaching 62-67 temp C.

As stated before it started with the Audit issue then he got me that screen shot of his CPU and after that I told him to keep his computer off if it is reaching those temps just in Bios. The main question I am not sure of is if it is his CPU or motherboard that is the cause or both for that matter.

Any help will be grateful and if anymore info is needed I can try to get as much as possible.

Those where just on bios and higher with desktop with nothing running, once he launched a game or chrome withing 10 mins he would freeze up. Both MB and CPU are a little over a year old.
