I mean if you don't want to overclock you don't need to buy a 4690K. This is an unlocked CPU and designed to be overclocked.
You can of course run it at stock speed, however you can also save money and buy y 4460 or 4590 and get almost identical perfoemance for a decent discount.
The fact you don't want to overclock should however not mean you need to spend less on a mobo. This is the base that all components sit on and good mobos definitely increase performance. Even if it is not always clearly noticeable, the features are also what you pay for. Connectivity (ports) and other things designed to make your experience better.
Consider Z97 chipset boards rather than cheaping out on H81 or something basic like that.
