Computer not booting (fans turn on then off, with front LED)

Last night, I put together my first computer. Everything seemed to be going ok until I tried turning it on. The fans and front panel LED turn on then off repeatedly like they want to turn on but won't. I tried remounting the RAM and GPU as well as making sure all my connections were to the correct place (as far as I can tell they are). One thing I found was that when I remounted the GPU when I switched the inputs for the PCI-E cables, the computer didn't turn on at all. Switching them to where they originally were got me back to where I started.

My specs:
Intel Core i3-4160 3.6GHz Dual-Core Processor
ASRock H97M PRO4 Micro ATX LGA1150 Motherboard
G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Sapphire Radeon R9 280 3GB Dual-X Video Card
NZXT Phantom 240 ATX Mid Tower Case
EVGA 500W 80+ Certified ATX Power Supply

I think it might either be a faulty power supply or a fried motherboard (really hoping it's not the latter). Anyone know what might be wrong/how I can troubleshoot these two effectively? A friend of mine also suggested I try turning on my computer without the GPU in, would that likely help?

Sorry this is a little late, but I had the same problem with my PC when I first built it. What you want to do is test the power supply with a paper clip (Look up a tutorial) and if it still turns the fans on and then off then it's a faulty power supply. Best of luck to you!
