CPU goes from 0% Usage and fluctuates up to 50% or more, but CPU is running cool. Is it something with my Motherboard/ PSU?

Hello everyone, this is the first time posting on Tom's Hardware. I have recently been having issues with my CPU going from 0% usage (which for the past couple months since I have upgraded to the i7 4790K with the ASUS Hero VII Motherboard and Noctua NH-D15 has been running fine) to going to about 10-35% pretty frequently. I recently replaced my desk with larger desk, and had to unplug everything from the tower in order to move my components to the new desk. This is when the problems started. I browsed what could be the issue a few times, and tried the following results to no avail:

First, after scanning with Avast, malwarebytes, and ccleaner and finding nothing, I ended up doing a clean install of Windows 7. The CPU usage was still fluctuating with pretty much no programs installed.

Next, I made sure the CPU wasn't the culprit by running Prime95 for about an hour, with the cpu running at 100%, and the NH-D15 fans running at 100% I saw the CPU Temps max out at around 58C-65C. And checking through AIsuite3 and the BIOS on my motherboard I was able to see the CPU Temp at Idle is about 35C. So I kind of ruled out overheating of the CPU.

Next, I looked further on the forums and saw people saying that it could be the powersupply or voltage on my motherboard, but I am unsure how to proceed with testing this.....does anyone have any suggestions? Thank you for your time and effort in helping me with this issue, if I have to RMA the Powersupply (Seasonic G-Series 750W Gold Certified Modular PSU) then it is still under warranty to my knowledge (bought new in 2014). I will also list my specs to help with diagnostics:

CPU: i7 4790K

CPU Cooler: Noctua NH-D15

GPU: MSI GTX 780 (But just ordered an EVGA SC+ w/ Backplate GTX 980 Ti)

RAM: G Skill 16GB (2x8GB) 1600

Motherboard: ASUS Maximus VII Hero

HD: Western Digital Bule 1TB (gaming programs, steam, etc),
HGST 4TB (storage),
Samsung 840 EVO 120GB (Operating System, Main Programs that are not gaming, etc)

PSU: Seasonic G-Series 750W Gold Certified Modular

I don't see how the power supply can cause cpu usage spikes. If everything is working and there are no overheating components, just stop worrying and enjoy your system. Windows or some other resident program can do background work: windows update, anti-virus scanner, indexing service, super fetch and many others.
