Computer won't boot into bios / no video output

I've read through all of the stickies and I am still having trouble. This comes after I've swapped a psu that was dying with a new PSU. I tried another new psu, I bought two, one for this rig one for another. The PSUs work fine on the other rig. When I turn it on, my Razer keyboard and mouse light up, and so does the LEDs in my sapphire R9 280x. The keyboard briefly turns off and back on a few seconds in, it did that when the computer was working fine also. There is a brief beep from the motherboard speaker. I've tried googling around a bit, but I am still unable to fix this issue. My mother board is Gigabyte AM3+ 760G USB3.0, and my cpu is an amd 8 core 4.0 Ghz

I have one set of front panel plugs unplugged, because the owners manual did not have a diagram for how to put them in. They say -p LED,+p LED, and HDD LED. Here is a photo of it:

My PSU started outputting much less power, and I was getting screen tarring when playing games.

Before I did the PSU swap, the pc was working just dandy. When browsing on the internet, I was having no issues. The only problem came is when I was doing high preformance gaming, it would cause weird glitches in the game, random textures appearing, and overall trouble.

nothing changed. I plugged the hdmi cord into the cpu instead of gpu and it booted up, plugging it back into the gpu and it doesn't boot up. Neat, I hope that narrows it down a bit.

SOLVED: It was the cord. I have a svga to hdmi cord for my pc to my monitor, but the cpu didn't have a svga option. So I went and grabbed a new hdmi cord, and it worked, when I plugged that hdmi cord into the gpu just now it turned on.
