Video Card Power Supply Needs Advice

Hiya. I just purchased a OEM 4GB(4096MB) DDR5 ATI Radeon HD 7570 video graphics cards for PCI-E 2.0 650/1000MHz. I have a Hiper 480 Watt PSU but for some reason all I get is a black screen when I boot up. The card has no port to attach a cable for an extra power boost beyond the usual 75 kilowatts that the PCI-E port can give so I was wondering, is it simply that my PSU isn't outputting enough juice or what? My PC is a Quad Core Dell Inspiron. Please help.
 
Solution
If the PC boots with a weaker graphics card, then you need to replace the power supply. Otherwise it seems to be a motherboard or the GPU itself that's causing the problem.
