I'm looking to get 30 FPS or more, and obviously 1080p+. The games I will playing are Fallout 3, Elder Scrolls: Online, CS:GO, World of Warcraft, Binding of Isaac: Rebirth, etc. etc.
 
Seriously, and I mean seriously, you can barely get a decent GPU card for two thirds of that budget, so I hope you're not expecting much out of it. Unless you're ok with integrated graphics, you can't even do an Athlon X4 build with a low end GPU for that price. You'd be better off to save some more money and wait.
 
Should be able to get playable framerates on medium settings.

For the price, a console probably might be better. I hate consoles though. I'd save another hundred bucks and improve the build considerably. This would be a much better unit for around another hundred bucks:

You could save more by using a bargain basement mb , but I think its worth paying more and giving yourself a chance at 1/ decent overclocks and 2/ a chance to upgrade
