USB ports not reading any flash drives or hard drive

I have installed all the drivers required for usb hubs but still the ports both 2.0 and 3.0 arnt reading flash drives and hard drives, though keybord mouse and wifi adapter seem to work fine. I tried using the same drives on other pc and they worked fine,

OK, so let me summarize to make sure I understand the issue:
-- the USB ports are working, because you tested your USB mouse & keyboard in the ports, & they're working 100% fine in all ports;
-- you connected hubs into the USB ports, but any flash drives or external HDDs connected via the hubs aren't showing up on your PC.

What I'm not seeing is that you verified that the flash drives & external HDDs are recognized when plugged directly into the USB ports, instead of connecting via the external USB hubs.

If that's the case, then there's an issue with the hubs. If you can borrow a friend's PC or laptop, test the hubs on another PC. If they don't work on another PC, make sure you're not trying to connect a USB 1.1 hub to a USB 3.0 port (chance that the 3.0s may only be backwards compatible to 2.0 standard), otherwise it's the hub that's broken.

If they work on another PC, then something is preventing your PC from detecting anything through the hub. Note that, since all the hub does is allow multiple devices to share the same USB port, they technically don't need any special drivers (as there should already be a USB driver installed on your PC). If you had to install any "special software", try removing it.
