Getting a new GPU and cs go fps problem

I'm thinking to upgrade from a HD7770 to a GTX 960 and i want to know if my FX-4130 would bottleneck if i did so. Plus i seem to be getting constant lag spikes in cs go with my current setup, i have 1x8gb 1600mhz ram so i dont think that could be the problem, well i think it is enough. My settings in cs go are pretty much the lowest...

That's good to know :D But i still need to know what to do with the cs go fps... Ive looked for solutions, but none of them worked, i even have reinstalled the game.

Aren't you supposed to reapply thermal paste only if the cpu is overheating? Max temp for my cpu today when i was playing cs go was 39 degrees Celsius/104 F. That is pretty low temperature, i would say so even myself... I don't think the problem is in the temperatures, gpu temperature was about the same as cpu's.
 
run 3dmark firestrike and post the link which comes up at the end of the benchmark

uninstall the amd graphics driver and nvidia driver with ddu uninstaller and reinstall the latest nvidia driver

update BIOS of your motherboard if not already up to date
only update in BIOS itself, not in Windows!

run prime95 + coretemp for about 10minutes and post the temp
run furmark burn in (not the benchmark option) for about 10minutes and post the temp
