High end Gaming PC for under 1000$

I'm looking to buy a gaming PC for under 1000 dollars as a high school graduation gift. I want the PC to be able to run games like GTA 5 and Witcher 3 on high at a constant 60 FPS. I was hoping that the graphics card could be a Geforce GTX 970 or something to that extent, accompanied by an i5 processor or something close to that. I realize this request seems outlandish but I was really hoping to find a high end computer to buy. The hard drive should be a fairly big one as well since games are not exactly small these days.I have no need for a monitor, keyboard, or mouse, as I have already purchased those items. All I really need is the tower for the PC. If someone could point me in the right direction I'd really appreciate it.

Do you plan or would like to learn how to OC? Would you like to play on multiple monitors at the sacrifice of performance? Do you need a monitor, or 2 or 3? Or do you need any other peripherals in the budget such as: mouse, keyboard, headset, DVD Drive? And would you be using it for any Graphically intense work in the future or purely for entertainment?
