GTA 5 low gpu usage...

Hello guys and girls. I have one really annoying problem but let me first tell you my pc information.
CPU: Amd FX-6300 OC to 4.1 GHz 1.350000V(removed "cool and quiet" and other shits) (stock cooler 64C temperature max)
GPU: Amd Sapphire R9 290 OC to 1110 Core clock and 1420 memory clock with +50 core voltage(75 temperature when gaming)
PSU: 700 W NZXT with single 12V 53A rail.
Mobo: ga-970a-ud3p
HDD: 1TB Toshiba
SSD 256 GB HyperX bla bla bla
RAM:2X4 gigs of kingston 1333MHZ tommorow i change to 1600MHz..
5 case fans
Windows 8.1 64 bit
SO in every other game like The Witcher 3 on Ultra i get 60 stable (absolutely stable fps)99% gpu usage. Cysis 3 on Ultra 58-65+ fps 99%usage. Battlefield 4 on ultra 70-96 fps 99%usage. Hahahahah adn CS GO 286 fps... 40% usage :D But not GTA 5 everything maxed out with MSAA x2 and turned on FXAA and getting 60-70 gpu usage=39-55 fps mostly 43-48....BUT INSIDE houses or other things i get 99% usage and 90fps.... AND IN ONLINE i get mostly 50+ 60+ to 90 fps .... I am playing on last drivers 15.5 . I search for solution 3 days and pissed off... Need you guys ... please help.

GTA V is a very poorly optimized game. No problem here mate. Most of the bugs even lasted more than a month before rockstar fixed them. Monitor the usage, I am sure, the usage might get to 100% somewhere. If nothing helps, get the fan to 100% speed, it'll cool of the card and it might kick off to 100% usage.

Well gaming nowadays is really strange thanks to console peasants. Cant i just buy the game and click install then play it? Nope i should search for solution 1 week. I bought before 2 asus r9 270(non x) I said "ok ok now i should run everything on 60 " BUT NO i just got -10 fps from everything after trying any solution. After this shit i just got back my money and bought r9 290. The performance is amazing in all games but not in GTA 5 the game i wanted to play most. Trying all "fixes" i could find. But everything people say is "OMG its bottleneck" nope its not. People always say bad things about AMD even if they never touched AMD before... Well i have much work with intel and nvidia . amd and radeon.... All i see is that Nvidia = money AMD= no money Nvidia = 20 options in every game AMD = 0 option in games. And some nurds are giving us benchmarks... Try to play DIRT RALLY the newest its "amd optimised" now try it with nvidia and you get the same performance as amd because they are not assholes to make other video card run like shit.

LOL, bottleneck means 100% CPU usage and lower GPU usage because the CPU can't handle the game/process in the first place. GTA V is not properly optimized. That's the answer to your question.
In the first 3 weeks of the game launch, you couldn't even take cover without crashing the damn game. Hope in the future you get good performance with the more updates coming in. And FYI, even I'm loyal to AMD for that matter. Though, when the 980ti drops to 500$ I'll really like the price/performance ratio of that card. Maybe I'll even buy it.
