Suggest a low budget graphics card

I suggest you get this card from local Indian retailer than online, as the prices are ridiculously high.
Price based on local Indian PC components retail market:
MSI R9 270X Twin Frozr Gaming 2GB Graphics Card - Rs. 14500
ASUS Strix GTX 960 2GB - Rs. 16000. This card is better than R9 270X and even beats the AMD mid-range heavy weight R9 280 3GB card.

If you're extremely budget oriented, then either of these:
ASUS GTX 750 - Rs. 9600
MSI R7 260X - Rs. 9750
ASUS GTX 750 Ti - Rs. 11650
If you can any of these card for this price online get it. Otherwise, you're better off buying from a local retailer.
Having said that AMD is releasing new 300 series cards this month starting June 16, 2015. You can wait and see if they have anything new and good to offer. Otherwise, get the one I suggested.
Update:
For good 1080p game play experience, get either MSI R9 270X or ASUS GTX 960. Forget about other cards. Other cards are only good for 720p. They can give you 1080p experience with medium graphical fidelity.
But among these cards, GTX 960 can give you definitive 1080p experience, as you could see that yourself from those videos listed above.
