comparison of 2 builds (drafts) that i might build (whichever is a better bang-for-a-buck)

please comment on which is the best bang-for-buck build.

i am not trying to overclock this system, also i wont be playing any modern AAA games (maybe in the future), but i wanna play modern/upcoming MMORPGs in high-ultra settings with >50 fps (currently playing: Tera, DoTA 2, Diablo 3, Heroes of the Storm | would be playing: EOS Online, Blades and Souls, Tree of Savior)

i want the system to be as cool as it can be. i dont care about the noise tho.

is this build Overkill? what would you change on this build? please comment/suggest a better build if possible. i am willing to go for up to $1500 but less is better, also in that budget includes all the peripherals (i.e. OS, KB, Mouse, Monitor, etc...)

I would take the second build because of the great performing CPU and GPU. You get more bang for your buck because the i5 4460 is fine for gaming. Although the first build's GTX 970 is better than the second build's R9 290, it is only by a little. In the future, you can upgrade by getting the R9 290 in Crossfire. It will run your MMORPGs at 1080p on ultra settings with at least 60 FPS. If you start playing the more modern games with the second build, you will only get up to medium-high settings while getting 60 FPS.

http://pcpartpicker.com/p/4z3czy here is the more updated version of the mATX build. i am good with the high/medium settings as long as the fps is not that low. also remember i wont be upgrading the system for at least 5 years, so i want to buy a desktop that would at least last me that long and wont be obsolete in a couple years after.
