Can this motherboard play games at good fps and record/stream , and can you overclock on this? MSI X99S SLI Plus LGA 2011-v3 Intel X99 SATA 6Gb/s USB 3.0 ATX Intel Motherboard.
My Budget is around $1200

The mobo has nothing to do with the build. What is your budget for a PC?

Great 1200 dollar build above.

Another one for a bit more and really good for streaming/recording. Not to say that the above is bad.

Solution
i woulkd go with @IntelTurtleFan 1st build just change the CPU for Xeon E3 1231 v3 (its better if you will stream games), you can also change motherboard for H97 chipset because you cant OC Xeon, but you can keep CPU cooler if you want quiet PC

The upfront cost, of both of those systems, are actually higher, because you have mail in rebates turned on. 4x4gb is silly for a dual channel system. 2x8gb is a better idea. Made changes and managed to get the system within budget, without MIR's, kept SLI capability, 16gb ram, and i7 performance.
