PC Performance Problem win7 64bit

almost every game I play (apart from a few like LoL) I get either stuttering with smooth fps, no stuttering with bad fps, mouse input lag (most common along with the stuttering) since I had my first pc, and tried many things I've found on forums etc with no luck, maybe someone here could help me out? I will post my system specs and some things Ive tried already;

system:
i5 4460 @3.2GHz
12GB RAM 1333hz
EVGA GTX 750 TI 2GB
(cant seem to find out my motherboard model I just know that this is a zoostorm PC)

I baught this Zoostorm pc for the purpose of fixing these exact problems which I had with my old pc that I built myself. Although this PC runs better and games do look better, I still get the smooth 60 fps with stuttering every few seconds, or the mouse input lag as soon as i get into a game or the menu, that vanish's when i alt tab back to my desktop. I only just baught the gtx 750 ti as i have seen youtube videos of people playing games low-med and some games at high and getting good fps, without input lag and I am still sitting in the same boat I have been since 2011 when I first built a pc (I feared I did something wrong and thats why I chose to buy this zoostorm PC already built)
Things I have tried/changed;

-tv/monitor (3 times)

-graphics card (from a 650 to this 750 but hardly any difference)

-added RAM

-changed keyboard/mouse

-endlessly tried various fixes with the Nvidia control panel

-tried various launch commands that have worked for other people for most games

-upgraded my inernet connection (now 50mb fible optic broadband, I D/L at 6mbps+)

-updated drivers/bios

-changed from HDMI to VGA and DVI

-tried running games with various tweaks like windowed / full-screen / lowest possible settings/ framerate caps / v-sync on/off including triple buffering on/off

probably other things I've tried and forgot over the years but I have never had my games running flawlessly smooth with no sturreting and no input lag, I'm talking lowest settings on every game on everything is and always has been a standard for me, I'd be happy on lowest overall settings if my games would just play smoothly.

If anyone can try and help me I would much appreciate it, I've sort of just got on with playing choppy laggy games for years but now I'm considering upgrading to a high end card maybe a 980 or something, but I still cant help feel the 750ti should be running at least some games at low settings flawlessly without input lag and stuttering every few seconds, and I feel like if I spend so much money on an upgrade and still have the same problem I'll be mortified.

well your link showed a bunch of different hardware and stuff?? I'm in the u.s so ?? as far as cards go I still run my old 7850 - it does all I ask and I don't see where any newer cards been worth a reinvestment for my needs ..

I'm hanging out to see what the amd refresh cards do if amd can ever get around to releasing them - and I'm sure I won't be overly impressed then . seeing there just another refresh or the refresh
NVidia 900 cards just about the same no sale so far to me

bad time to need a card in my opinion

could be ?? it may fire it up and run with out a good full load on it but then you load things up like a stressful game and things maybe not holding up cause the psu cant supply correct power or enough to the parts ?? like what was said there not too clear on what you got in there computers ?? I personally never recommend upgrading prebuilts .
when you go to there site and they don't give good full specs and hardware list of what you exactly got I got to look at that funny ?

all you can do is what you can it may all work out or it maybe throwing good money after bad ??

Well last night I was thinking, I have an old pc i built myself a few years back, I know either the PSU or the CPU were blown, so I baught this zoostorm PC and the 750ti. The old pc I have has a case I could salvage http://www.amazon.co.uk/Zalman-Z9-Plus-Midi-Tower/dp/B004FPQL0E I have an i5-4460 I could use from this pc aswell as my HDD and DVD Drive, and I have all of my other peripherals, So I was thinking maybe doing a custom build myself because all I will need is a mobo, high end gcard a PSU and a CPU Fan right? maybe you could recommend some stuff? I dont want to spend too too much, but I understand high end cards arent cheap what card would you recommend value for money? I hear the gtx 980 is good but there are cards you can save loads of money on and not sacrifice too much performance compared to the 980? if you can help me again with any of this id appreciate it, thanks again monkey

my main goal is just to have a rig that can run the games I want to play, on atleast medium settings running flawlessly at 60fps that is a big for me, I cant stand playing under 60fps
 
well you will need a better psu I imagine any way -- I just don't know what to say on that being I'm not right there to look it over all I can do is guess on what you tell me and what little I can look up on thing on that prebuilt ..

if its got a get by weak no-name psu that they put in to just get things sold and out the door and you change to higher end higher power parts the go over the power it was only meant to supply as stock with what little out of the box as you bought it with - its a strong possibility the psu is a fault ??

all you can do is try and see.

yes - cause if it still don't work you then got another issue somewhere then you will still need a psu for the new build so its covered ..

if the new psu was to make it all right then your just out the cost of the psu and not a new complete build

eather way your going to need the psu masy as well try it in what you got now first to see..

and I was going to add to tell what you can see on the unit you got in it now should be a sticker on the side of the unit with all its info and ratings ??

that looks the same, but the one I had was 1TB HDD and 8GB RAM I added a 4gb card from my old system on the logic, that more ram might not make it faster but surely wont make it any worse. I took a picture of the PSU from my prebuilt, this is laughable, it says; Total output continuous shall not exceed: 250W. The motherboard model is Gigabyte GA-H81M-DS2V

Could you recommend a good PSU? baring in mind that this case is fairly small, although I have the zalman z9 case which is a lot bigger if i swap cases but im not sure if this tiny mobo will fit in that case properly?

I feel the evga g2 psu's are hard to beat at there price point my last unit is a seasonic x850w .. I don't know what money you want to spend for my I goe the best I can for my needs and today I cant see myself going less then a high quality 650w ..

bottom mount psu I don't thing that size is going to be a big issue it seems like to me it should take all atx psu's easily.. as shown in the specs .[ Power Supply Compatibility Standard ATX / ATX12V ]

I don't know give me a price range to work with keep in mind to me the psu is your builds life blood and I don't go el'cheapo I go with the best quality I can afford ....
kinda like your body and got a bad hart , you know you will have issues doing some things ..


I don't know what board you got but I would bet its a m-atx and that case [z9] supports them as shown in its specs..

see you may just get a quality solid psu and solve all your issues ?? and it still may fit in that zoostorm case with out issues as well ?? but you won't know in till you get it and see on that.

I baught the 8GB RAM version of that prebuilt, and added a 4GB card in the spare slot from my old system, Ive just put the 530W PSU from my old system into this one, gonna test some games now and let you know if it feels any different

still input lag in menu and in game of chivalry and still a bit of input lag I think in black ops 2 zombies (just 2 games i used to test) and these games are fairly old now, my system should play these flawlessy (all settings to lowest apart from resolution being 1920x1080)
 
I would say adding memory that's not from a kit [mixing] is not the best practice . but seeing you had this before that i'll over look that .

I assume the hard drives were good and did not reuse them then I would look at drivers but the prebuilt should of been set up with the latest at the time ?

dude I just don't know where to turn to now ? same issues on 2 different rigs is odd . unless these games your running are not legal retail copy's or pirated copys ?

I play a wide variety of games and while yes I do download pirated copies of very few (literally like 5%, I dont play much single player and multiplayer requires you to purchase the full title) and I agree, it is odd to have the same problem with 2 rigs. I've never used any kind of forum other than searching for posts people have already made, this is the first time I've posted one myself because my problem is just too specific to find any pin point answers, I've changed pretty much everything I have at one point or another, just worried about sinking another £300-400 on a gpu to still have the same problem
 
ya one of the things I see on the game was about online use with near your issues as well ? is this issue just for these 2 games or for all you try to play ? I'd look into all them fixes and patches.

like you said where else can you turn to on replacing parts ?? 2 rigs same issue ? strange

hardware wise seems you did all you can there with no results ?

well yes thats what I thought also, there's not much left for me to do. I've just bought killing floor (the old one) and that is choppy with or without v-sync and when i use vsync i get mouse lag, surely killing floor should be no issue for my system? just a few off the top off my head; chivalry medieval warfare, GTA V, COD: Black Ops 2, WoW. but the same problems seem to consist with any game I play, my 750 Ti 2gb should play these at lowest settings (what i always run at) without a problem

I'm thinking more towards just trying to upgrade the system, will I be able to use my old gigabyte z68-d3-b3 mobo? along with my i5-4460 (is it safe to assume the cpu fan will fit both motherboards because they're both gigabyte?) by HDD and DVD drive, I'm assuming if I upgrade my 750Ti to a 970 I'll need like a 650w PSU and then thats it? so assuming my old z68 board works (the cpu fan blew and i didnt get a system messege or anything so i didnt know and the cpu blew i think pc just wouldnt boot up but the psu works fine when i tried it in my prebuilt today) I will only need the 970 and a better PSU? does that wall of text make sense to you lol? thanks again for all the help
 
if you look around z68 boards and newer cards like the 970 may not work lots of compatibility issue found some may some may not on that deal [this can even go for amd cards as well ] do some good homework on all that first

I don't know man, looks to me with most of this new stuff its down to -you buy -you try- and hope it don't make you cry .

seeing its a newer chipset then the 68 it would seem you stand a better chance it will ?? but it still comes down to what motherboard bios support you get and cards bios and there all compatible and work together

its a mess in my opinion -
