I have a Dell Optiplex 740 Small form factor. But the cpu socket is broken so i'm looking at new motherboards but i cant find one with the compatible with my floppy disk so would it work without the floppy disk drive?

Floppy drives aren't critical devices for a computer to function. It's safe to ditch it and maybe add in a hdd/ssd carrier in it's place, or a multi card reader or USB expansion hub.
