My friend asked me if this build can run Witcher 3, GTA V, and Counter Strike Global Offensive over 130 frames per second. Is it possible?

He is just upgrading his CPU, graphics card, and his PSU. He is also adding an SSD to his computer. He has 8GB of RAM already already installed

Make sure his motherboard is a H97 or Z97 or it will not handle the upgrade.

This is what he needs
This will have a large boost in performance over the one you picked.
Changed the CPU to a cheaper equivalent.
Changed the PSU to a better quality one.
Changed the GPU to a better one for the price and for performance.
Changed the SSD to a less outdated one that is better quality.
