Alright so I got the cooler master hyper T2 cooler/heatsink for my computer after my thermal paste on my cpu wore out and the amd stock cooler is trash. So do coolers today have pre applied thermal paste? And If so do I need to remove my old thermal paste before I put the new preapplied paste on the new cooler/Heatsink

Some coolers do come with pre applied thermal paste (such as the stock intel coolers) but others like Noctua coolers come with thermal paste externally that you apply yourself. Either way you will get thermal compound with your cooler.
