Graphics card's fan spins way fast & pc can't detect the card.

3 days ago the power went out while my pc was on, normally i start it up after the power is back & everything works just fine but not this time.

I got 1 long beep & 2 short beeps & according to the code that means that there's something wrong with my video card or it's unplugged, so i checked every single main piece in my case (RAM, CPU, PSU & of course the video card) & it turns out that the problem is in fact in the video card so i tried replacing it with another (2 diff cards) & the computer worked fine & i tried my card on another computers but still (fan speed is very high and no detection of it).

I have tried everything that came into my mind, I've tried clearing the CMOS, removing that clock round shape thing for like 10 min, getting ride of extra power that may have been stored within the PSU, i sent it to a tech guy & thought he might make it work (he didn't know what's wrong with it) & I've even tried baking the card (that oven way of fixing them) & slowly cooling it down but none of that worked

I'm hopeless for any solution please, its make is AMD/ATI XFX Radeon HD 6770 1gb ddr3 & my motherboard doesn't have an on-board/built-in graphics card by the way.
