All USB ports don't work (Asrock Z77 Extreme4-m)

I bought this motherboard for $70 used (knowing about the USB problem) and none of the ports work (both USB 2.0 and 3.0), not even my case's ports work. I'm able to get around the computer using a PS2 keyboard and an iPhone app as a touchpad.

There's power coming out of all ports (can charge phone from them) and I doubt this is a hardware problem. Latest bios (1.80) is installed.

Specs:
MOBO:Asrock Z77 Extreme4-m
PSU: 650W Seasonic G-650 80Plus Gold
CPU: Intel Core i5 3570k, stock cooler
RAM: HyperX Fury 4gb 1600mhz
GPU: AMD HD7850 2gb
HDD: 320gb Seagate Barracuda 7200rpm
 

Well, I guess you are the expert here. You know what the problem is not. So does that leave you with what the problem is?

i had this problem in asrock H61m-vs4. in near case's usb port there is IC that it is 6 pin(smd tape).after remove this ic (in the near all of usb port)problem solved.you know in usb port we have
1-vcc(5v)
2-GND
3-data
4-clk
check by multi meter this pins for shorting to the GND(spatially clk and data)

If it's not a hardware problem, then what is it?

Most likely you have blown the USB controller, depending on how/what blew you could still have the 5v rail holding, meaning they are now exclusively for charging only.

I did this on my media server thanks to some shoddy USB hub, just go buy a PCI/E USB add in card and use that for the future.

Not saying it's not. I thought it's a software side problem because I still had Asus drivers / programs on my computer.

Yeah, maybe but I hope not. I have a pci USB hub but it stops working when I boot up to windows. I thought this was a problem caused by me still having asus stuff on my pc.
