I am having a budget issue. Is Corsair VS650 650 Watt PSU good for my build?
Intel Core i7-4790K 4.0GHz Quad-Core Processor
Asus Z97-A ATX LGA1150 Motherboard
Cooler Master Hyper 212X 82.9 CFM CPU Cooler
Corsair Vengeance DDR3 8 GB (1 x 8 GB) PC DRAM (CMZ8GX3M1A1600C10)
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Corsair 400R ATX Mid Tower Case
Dell S2240L 60Hz 21.5" Monitor
Logitech MK345 Wireless Keyboard and Mouse Combo (Black)

Solution
Seasonic M12II bronze evo 620 watts

That will work. It is enough watts, a good quality, and provides the connections you need.

Well, the PSU you pick out will need to consider the possible GPU power requirements you may have. http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

is a link that shows the tiers that people have come up with for PSUs you can use for references if you want.

I know that you don't want to spend but a certain amount on a PSU, but you also need to remember that it will be where all of your components get power from...so if it messes up you may have all fried components.

Well, in that case I would honestly suggest going with the

Well looking up some 780s, I see that they can take up to 300 watts on their own.

The i7-4790k can take up to 88 watts.

So honestly, 520 seems to be cutting it too close. You are going to be left with the decision to cut it close with a quality PSU, get a bit more wattage with a lower quality PSU, or raise your budget for it.

You can always go with the cheaper PSU for now if you don't have a GPU and then when you get a GPU, get a better PSU with it...but that option is more expensive in the long run. I personally can't say what you should do...other than you should not cheapen out on the PSU...especially if the system will have those higher end parts. It just does not make any since to take the chance of destroying your system with a PSU issue.
