GTX 770 fan speed/RPM's

Hi guys, I've got a problem and it's getting frustrating.

I have a GTX 770 and my fan speed is at 26%, but my RPM's is stuck at ~5400 no matter what I change the fan speed to.

Can somebody PLEASE help me?

Bios is up to date -- didn't see anywhere in there I can change it anyways
Nvidia Control Center -- No option to change it in there
Third party programs -- I try to manually change the fan speed but RPM's stay whether I put it at 26%, 50%, or 100%.

I tried using MSI afterburner to change the fan speed, I've tried using multiple third party programs to do so, but it's as low as it can go; 26%.

I'm not too sure if the 6/8 pins are connected the correct way. I took out my graphics card and plugged it back in so that's why I'm unsure if it's plugged in the right way. I've done many different plug in methods but I none of them fixed it.

What I currently have is the 8 pin PCI-E cable in one end of the GPU and then the two 6 pin PCI-E cables that split off of that going in the PSU. Then, I have one of the 6 pin SATA cables (It's labeled SATA/Floppy/Peripherals on the PSU) in the other part of the GPU and then the two 6 pin SATA cables that come off of that leading into both 6 pin slots on the PSU.
