Solution
Bulid ready for OC
As you see in build below I use cheaper FX but he can achieve this same OC , I put here good reliable mobo,PSU they handle OC.
CPU cooler allow you achieve 4.4Ghz maybe 4.5Ghz.

Solution
I don't know how much overclocking that motherboard and lower quality vs 550w psu will handle. Would be better to have a 970 or 990 motherboard with something more than 4+1 phase power and a higher quality psu to deliver the increased power. How well it keeps up with current games (decent, not great) and future games (no way to tell until they come out, factoring glitches and bugs and patches) will just depend. Dx12 should help some but likely won't be an immediate implementation. Games have to be coded to use it. Currently i3's are getting the same or slightly better gaming performance in most games and i5's are getting better performance all the way around.

I'd either put a small sum of money into the current build such a better psu and a good quality cooler and oc your 8320 if you'd rather hold out. Or if you're planning to put any significant money into a build, go intel. The cost of a new build isn't worth investing into amd since you're already getting about the best of what they have to offer. If going intel you may want to wait for skylake in a few months but it will likely require ddr4 ram. Or try and wait longer into next year at some point when amd is supposed to be releasing zen. If so I'd wait until it's out and actual benchmarks are in since there's a change amd could still be falling behind intel rather than buying into the hype (hopefully not a repeat of bulldozer).
