The latching mechanism is not in the ATX specification, it's only built-in to certain makes and models of newer motherboards as an "extra" to give the end-user confidence when fitting a card so they know it's pushed all the way down in the slot.

You can still install a graphics card or any other type of card into a slot which has no locking latch, the screw on the backplate will hold it in place. That's always been sufficient in the past. My board's PCI/PCIe slots don't have locking latches either but the cards in them work just fine. Yours will too.
