Hi Everyone

First of, i'm not a native english speaking person so i'm sorry for grammar mistakes :)

So i have just put together a new PC with the following hardware:
CPU: AMD FX-8320 Black Edition
Cooler: Hyper 212 EVO
GPU: EVGA GTX 960 2 gb
MB: MSI 970A-G43 AM3+
RAM: HyperX 16gb 1866 Mhz
PSU: Cooler Master G750M 750W
OS: Windows 7 Ultimate 64-bit
Drivers are updated using Geforce experience and MSI live update 6.

The Issue:
I will be using league as data exampels, i've tested the same things in TF2 and Tomp Raider.
When i'm playing a game i start to get FPS drops, really bad FPS drops, we are talking all the way down to 18-25 FPS in League of legends, if the game dosent straight up Bugsplat on me,
To note as well, the PC is gonna be used for streaming.
The issue is there in small "waves" when the stream is OFF, but when i turn on the stream the issues really seems to begin, i'm not sure if this is a software or hardware issue, i have run Prime95, Heaven Benchmark and 3Dmark to try and stress out the system to force the issues to show, without any luck, after a Firestrike test in 3Dmark i get a score of 5600-5700.

So i have tried replacing parts one by one to test them for hardware issues, i switch the CPU with the old CPU (FX-4100) dident work, i tried swapping the GTX 960 out with a GTX 660 dident work, i have tried with one ram stick insted of two, dident work and of course i have tried a mix of the above.

I hope there are some brilliant people in here who got an idea of what the issue might be,

Thanks in advance :)

The Drivers are updated as off last night via Geforce experience, and the max temp with the stress test of the GPU was 73 degrees Celcius.
