admin access, tried other methods not working

I am trying to sort out issues on a family computer, because my dad died about a year ago, and he was paranoid about security/did not trust literally anyone, so I'm left trying to extract as much information as possible. My dad didn't have any password reset disks, any passwords written anywhere, and successfully denied admin access to everyone, so I am unable to install/uninstall software or make virtually any changes to the system, including activating the hidden Admin account. My question is, is there a way of accessing my dad's account (the only one w/ admin access), activating the Admin account, or otherwise giving anyone else admin privileges without reformatting via reinstallation? I don't want to reformat except as a last resort because there could be potentially valuable financial information or photos that we can't access. Thank you in advance for your insights.

Windows is designed to prevent admin access without the admin password; I am sorry. Please be aware that the Tom's Hardware terms of service disallow discussion of how to circumvent a password.
