will the Phenom II X4 975+ 3.6 Ghz bottleneck the 280?

No it will not. I have a Phenom II x4 running at 3.8GHz with a R9 270x which is similar in performance with the 280, and It doesn't bottleneck. But anything better than the 280 will suffer bottleneck from the phenom. I have a cheap motherboard with 870 chipset and I just increased the multiplier to reach 3.8GHz. No overvoltage nor anything else. In case you got a black edition too, just set the multiplier a bit higher and hopefully you got a proper sku.
