Looking for PSU/External GPU Case

I'm looking for an external GPU case (Thunderbolt) that also encloses its' power supply. I am trying to keep things as small as possible.

I have a EVGA GTX 960 (10.1" x 4.38")

As far LxWxH, what is the smallest power supply I can get to run my video card? What is the smallest case I can buy that holds this size video card along with its' power supply?

Would it be possible to create my own case? Are there any guides for this?

Once you start adding a PSU and GPU you can take the words "small" and "portable" and throw them out the window.

For psu's you can get an ITX unit and 300-400w is good for the GPU. Most of the ITX sizes PSUs are made by low end brands, I would only get from FSP or sliverstone unless seasonic is making an itx now.
Otherwsie you will have to get a SFX sized psu to be smaller then a standard ATX.
