New Processor+new video card, Video games still lag same amount.

I just got in a new processor, thinking that would fix my problem with most video games, But it didnt. I got a new video card thinking that would improve it but it didnt. Not one bit. I lowered all the Specs of the game (skyrim) and still nothing. I even flashed my BIOS and updated all my software and cleaned out my PC, what could be the problem? the specs of my computer is :
Processor: duel intel pentium G2030, Ivy bridge, Corespeed: 2800 MHz. (it fluctuates.)
Ram: 8gb
Graphics card: Nvidia geforce 8400gs, core: 520 MHz; shader: 1238: memory: 600.

it seems to be the kind of lag that looks like its going in slow motion. It does this with non-online games as well.

the temperature it usually stays at is around 40 degrees Fahrenheit or below.

i thought i would of had a good system to operate these games by now? what am i doing wrong?

the processor did not come with a CD or anything else. i looked online and i searched for driver updates but i never found any of them.

That is not a fast GPU at all. To play skyrim at at least reasonably high settings you need a GeForce GTX750 or Radeon R7 260X (a little bit beefier but more expensive).

40 degrees Fahrenheit is very, very low. You must feel cold yourself... We're talking 40 degrees Celsius here, which is very comfortably low.

I have to add that the Pentium G2030 isn't very quick either, but I think it'll do for Skyrim so long as you don't start modding.
