Asus X99 Deluxe Q-code 00, please help

I have the following issue. About three weeks ago my PC suddenly rebooted and then shut down. After that it showed no signs of life. It was not posting. I returned the MB and ASUS sent me a new one. Today I reassembled my PC, but when I turn it on, there is Q-code 00 displayed and the PC is restarting after several seconds. And it continues to reboot until I switch off the PSU. I am affraid that this could be CPU. I have tried to run only MB+CPU and also MB without CPU. When I run MB without CPU inside, the CPU_LED lights on, but the system is not rebooting. I have Intel i7-5820K CPU. Could it be that the MB have burned the CPU?
Any help would be highly appreciated.

If the CPU fan does spin and still 00, then it looks like a CPU issue. What you can also try is testing a different power supply. If still no go, then you's know for sure that it's the CPU.

First time in my life I decided to buy an "expensive" PC and first time experience that MB and CPU are both dead. If its really a CPU, I will return it back for a repair service and hopefuly will get a new one. I am just affraid that the same issue could happen with the new MB after some time...

Yes, the fans spin, even I hear that 3.5" HDD's are loading. When I first start the PC it stays for around 10 seconds, but then start to reboot each 1-3 seconds. Also the Reset button on MB is not working, only Power button reacts. I have an old psu, but with 4pin CPU connector. I tried that one and still the same problem. I was expecting that with bad CPU the system would not POST at all. OK, then on Monday I will deliver my CPU for a replacement :) Crossing fingers that this will solve the issue.

Did they replace the CPU no problem? I have 100 percent the same problem. Got a new board. Tested a new power supply nothing. I got all my stuff from Amazon so I'm hoping they will send me a new CPU after sending a new board.
