Got my motherboard back after a repair, now my computer is abysmally slow

When i built my computer at first it was fine, i could run everything at max settings no problem. around a month ago my mobo died for some reason and i had to get it repaired so i sent it back to the manufacturer. now it is much, much slower, i have taken my computer into multiple repair shops and nobody has been able to figure out what the problem is. They all tested each part seperatly and the hardware is fine, i have all the updated drivers, no viruses, ample memory space, tried reinstalling windows multiple times, and nothing works. my temps are fine they barely get above 30-35 degrees under load, i just cant run games like league of legends, dota 2, or csgo at 60 fps, even on lowest settings, even chrome is abysmally slow, loading things in general takes forever (i would be lucky to get a 480p video to run anything higher just stutters and freezes but it says it has loaded), but i can run games like the witcher 3 at ultra around 50-60fps in 1440p. my hardware is a 980, i7 4790k, 8gb ram (2 sticks of 4), z97 gaming 7 mobo, 840 evo ssd, 1 tb hd, windows 8.1, and an h100i cpu cooler.
 
Rektskrubs, that's an AMD mobo, for an intel CPU.

Personally I'm thinking software and not a hardware issue, brute force approach, reinstall windows. Better approach but probably more time consuming, for everything in device manager, one at a time uninstall and reinstall your device drivers. I'm suspecting that what came back is subtly different to what went out and needs the correct driver re-installing and right now it might not even know it is wrong.
