And this is overkill for Minecraft and CS:GO, but since you have such a high budget, why not. Will give you the horsepower if you decide to start playing some other games, as it will handle then 60+ FPS ultra settings (ex: Witcher 3, Crysis 3, Far Cry 4, BF4, GTA V, etc.). Minecraft and CS:GO are ants in terms of requiered raw power required compared to the examples I gave. The overclocking is totally unnecessary for what you want to do.

Not sure I would choose that cooler and that PSU is kind of a poor choice. Plus I don't see an SSD which is a must for a build of that price range. This is how I would spend that money, and there's no reason to get an i7 for Minecraft:

Cryorig makes good coolers and are always worth a look. This one gives you the headroom for a moderate overclock and gives you something nicer to look at than a stock cooler or a 212 Evo. It will last longer than an A-I-O without the hassle because you will always know it's working. I told him he can get an SSD within his budget. I did not recommend one because every well reviewed one is worth the money and capacity is a personal preference and unique to everyone. I always chose a crucial or samsung SSD, but that's just me.

As far as the power supply. Yeah it's on the cheap side but it's also well reviewed and will get the job done. If he has money left over after choosing peripherals I would get a nicer one. A corsair or nicer EVGA unit such as the one I own, the SuperNOVA 750 B2 XR, I am very pleased with it.
