Any suggestions appreciated.

This is mobo #2. Was certain the first was DOA.

Support from Gigabyte stated clearly that with power to the mobo, all that was required to POST was the cpu (and fan), and one stick of ram. Expected behavior is that the CPU /heatsink cooling fan starts to turn immediately on power up from the PSU.

Returned the first board.

Now, same issue with the second.

Have gone through the complete "checklist", including getting the sys speaker.
No beeps, lights, dings, fans. Nada. Nothing. Bupkis.

The PSU is new, but we've tested it and it seems to be pushing the correct voltage to the various cables.

This really feels like a "short". Like something that is supposed to complete the power circuit is just not plugged in.

Hard to believe two boards in a row would be DOA.

CPU and RAM are on the compatible list.

Thanks in advance for any advice.

Solution
Try leaving only CPU and CPU cooler, both 24 and 8 pin power cables connected. Start the board by shortly touching with a screwdriver the 2pins on the motherboard corresponding to the case power button, If the CPU fan does not spin and you know that the power supply does work, then it might be a motherboard issue.

The PSU comes with a "paperclip" molded insert for the 24-pin connector. When connected the PSU fan spins, and I get voltage across the multimeter at the jumper connectors.

Yes, the ATX 2x4 cpu power is connected.

All of this is done outside the case. We were breadboarding the setup before cramming it in the case, as there are lots of other "add-ons" to come later.

When we do connect the external led "power on led light" from the mobo to the case, we get no light.
If feels like no power is getting to the board, but I know power is running out the end of the cable attached to the board.

Right.
It's not installed inside. It's never been in the case.
It's sitting on a silicon mat, with the CPU, one stick of RAM, a heat sink, a fan, and a system speaker.

Try leaving only CPU and CPU cooler, both 24 and 8 pin power cables connected. Ah. That I will try. I should have a spare jumper clip so I can avoid the screwdriver (smile).

After that, I'm going to test the voltage across the ATX 12v 2x4 CPU power connector (after finding the voltage spec), to assure it's not the cable.

Two dead boards in a row though?

None of the case fans (or the 4-pin CPU fan applied to any/all FAN pin-outs on the mobo) would spin when we were testing the last board.

There is a power led light on the case, the bundle looks exactly the same as in "step 18" of the checklist. We actually tried to use the case power switch last time, to no avail.

I'll just use the jumper this time and keep the case cables completely out of the equation.

If you go with the jumper clip, just touch it to the two pins and take it off. Leaving it on is like holding down the power button: it'll force the power off after a few seconds.

What PSU (make and model) are you using?

Thank you. Good catch about the jumper and a constant bridge.

RESOLVED: the gigabyte z97x ud3h bk motherboard requires a "power on" on the mobo itself.

I was able to get fans to spin and leds to light up by jumping the power switch with a screwdriver.

Thank you to everyone who responded.
