Moved user folder from SSD to HDD and lost a lot of program data NEED HELP

So yesterday I copied "owner" a folder within the "user" folder from my SSD to my HDD, then proceeded to delete the "owner" folder from my SSD. I did this in the hopes to save space on my SSD. It was all fine until I restarted my PC and my background was black and none of my shortcuts on my taskbar were working. When I opened chrome I noticed that it was clean as if I just installed it. Does anyone know what happened. I am on windows 8.1 by the way. Please help I am very stressed about the issue.

I forgot to mention I moved it back, and the problem still exists

So how do I fix it?
 
With the link I provided - it shows how to move the default folders. Because you removed the folder (deleted it), something may be amiss in the Windows configuration of your libraries. So by changing the default location back to the proper place ("moving them"), it might fix your problem.

The action of "moving" the folders also assigns the proper ownership and permissions for the folder as well.
