PC won't start! Needed Help here!

Hi! This is my second post again with my problem. My case is this: I just recently cleaned up our desktop computer in our office for it almost been covered up with dust. So I removed most of it's components, HDD, Heatsink, CPU, RAM, Cables and the MoBo. Once done, I reconnected them, and it did boot at first but after a few seconds it shuts itself. I've done reconnecting it over and over again, did cleaning the RAM, tested my PSU with jumping the green wires with the red ones, replacing CMOS bat, replacing CMOS jumper did cabling management but it did not work as well. I left it for a night and when I woke up, I started it successfully without the HDD, so I reconnect the HDD, place it in our office and it never boots, again.

This are the Specs:
MoBo: Emaxx A55GT-ICafe V2.0
CPU: AMD Dual Core 64based A series
RAM: Kingston DDR2 2GB

I think you may have damaged the mobo with ESD (assuming you didn't ground yourself before working on it, correct me if im wrong)

Or your PSU is failing

(The heat sink not being securely in place could also be a problem)

I don't ground myself, I just did most of the technician's way by holding with the chasis first before touching anything.
I tested my PSU with jumping the green wire with the black wires and the fan works.
Heatsink is also tightly secured. Did resetting the CMOS but neither of the following really works.
