These are my current specs.
G3258, ASRock Z97 Anniversary, GSkillNS 4GB, Western Digital 250GB(Failing), 7750 DDR3, CM430, Corsair CX500.

This is what I'm looking to upgrade to. I have $700 spending cash, and would like to stay under that budget.

Solution
You can reuse your optical drive.

This should do the trick.

Remove the optical drive if you already have one.

Hybrids are a mix of HDDs and SSDs. They're basically HDD's with about 8GB of SSD inside.

Solution
re-use optical drive, i gave you much better quality powersupply if you can go over you budget a little bit

If you cant go over your budget change GTX 970 for http://pcpartpicker.com/part/xfx-video-card-r9290xedfd

and PSU for this one (r9 290x uses more power ) http://pcpartpicker.com/part/evga-power-supply-110b20750vr
